What Should a Certification Body Actually Measure?
A certification body lives or dies on two numbers it rarely tracks properly: how long a decision takes, and how consistent that decision is.
Clients experience the first — the gap between submitting evidence and holding a certificate. Accreditation assessors probe the second. And most conformity assessment organisations measure neither systematically, because their KPI set was designed for a generic quality management system rather than for the business of certifying things.
The measurement double bind
Certification bodies sit under two demands simultaneously. ISO 9001 wants performance evaluation of the management system. ISO/IEC 17065 wants demonstrated control of the certification process itself — impartiality, competence, evaluation, review, decision, surveillance.
Run separate measurement sets for each and you get duplicated effort and contradictory numbers. Run one generic set and neither obligation is properly evidenced.
Curated beats comprehensive
For this specific problem, a large catalogue is the wrong tool. A body needs a compact, high-signal set aimed at the things assessors actually probe:
- Certification decision turnaround — from evidence complete to decision issued.
- Evaluation and review cycle times — where the delays actually live, separated so you can see which stage is the bottleneck.
- Impartiality and complaint metrics — volume, category, resolution time and, most tellingly, recurrence.
- Personnel competence coverage — the proportion of active scopes covered by currently authorised personnel. This is the metric that quietly predicts an accreditation finding.
- Surveillance timeliness — planned versus actual, because late surveillance undermines every certificate in the cycle.
- Nonconformity closure — internal and client-side, with ageing.
Thirty-six indicators, each profiled across the same 26 fields, each carrying both its ISO 9001 clause reference and its ISO/IEC 17065 relevance. One measurement system, two obligations evidenced.
The manual is the differentiator
This is the only product in the range that ships with its own printed-quality user manual — a full methodology rather than an assumption that the buyer already knows how to run measurement. It covers how the library is structured by clause and by function, how to select the right KPIs, how to define targets, how to collect data, how to analyse results and how to implement improvement actions, plus a KPI Definition Template, a KPI Monitoring Sheet and a Monthly Quality Report template.
Alongside it: the browser-based library with filterable, printable profiles, and the Excel database and dashboard with target tracking and automatic status logic.
Small enough to actually use
Thirty-six indicators is a set a management review can genuinely discuss. Three hundred is a set that gets delegated, then ignored. For a certification body — where the whole product is credibility built on consistency — the right measurement system is the one people actually look at every month.
The ISO QMS KPI Library, Commercial Edition — 36 fully profiled indicators cross-mapped to ISO 9001 and ISO/IEC 17065:2012, with browser tool, Excel dashboard and full user manual — is available now.
