ISO 21001:2025, published by ISO on 7 July 2025, is the management system standard for educational organizations, and its normative Annex A sets additional requirements for early childhood education. In the UAE it is voluntary: a nursery must first meet Federal Decree-Law No. 51 of 2022 and its emirate regulator's rules, and ISO 21001 can be the one system that holds the evidence for both.
This guide is for nursery owners, centre directors and quality leads in Abu Dhabi and Dubai who want to know how the standard fits ADEK's and KHDA's requirements.
What does ISO 21001:2025 add for nurseries and early learning centres?
The 2025 text is the second edition. It replaced ISO 21001:2018 and its 2024 amendment, and ISO's foreword names revised assessment-related text as the main change. Anyone still citing "ISO/FDIS 21001:2025" is quoting the draft stage, which closed when the standard was published. The ISO 21001:2025 page on iso.org lists the edition, the publication date and the withdrawn versions.
Three parts of the standard matter most to an early childhood setting:
- Annex A is normative, not guidance. Its early childhood requirements apply in full to a nursery that claims conformity, alongside clauses 4 to 10.
- Clauses 5.1.3, 7.2.2 and 8.1.3 add requirements for learners with special needs, covering leadership, staff competence and operational planning.
- Clause 8.5.5 covers the protection and transparency of learners' data. Annex G gives informative guidance on health and safety.

Which UAE rules does a nursery have to meet?
The federal base is Federal Decree-Law No. 51 of 2022 Regulating Nurseries. It was issued on 5 October 2022, came into force on 2 January 2023 and repealed the 1983 nurseries law. It defines a child as anyone from one day to four years old.
The decree-law gives nursery licensing to a federal early education agency and lets it delegate powers to local authorities. Nurseries attached to private schools are licensed under the federal private education law instead. Among the duties it places on every nursery:
- Enrol children without discrimination, including children with individual needs and disabilities.
- Employ staff who hold a professional licence from the Ministry of Education.
- Keep children's data confidential and give access to authorised evaluators.
Each emirate then adds its own layer. In Abu Dhabi, ADEK licenses nurseries, which it calls Early Education Institutions (EEIs). Its EEI policies number 29, grouped as governance and operations, learning programme and practice, and health, safety and wellbeing.
In Dubai, Executive Council Resolution No. 35 of 2020, amended in 2023, regulates early childhood centres. KHDA issues the permit to operate, and the resolution defines early childhood as birth to six years.
On 2 March 2026 KHDA issued Administrative Resolution No. 13 of 2026, approving the Quality Framework for Early Childhood Care and Education for everyone KHDA authorises to provide early childhood care and education. In other emirates, confirm the licensing authority before you build the legal register.
Is ISO 21001 certification required for a UAE nursery?
No. Neither federal law nor the ADEK and KHDA documents reviewed for this guide require it. ADEK's EEI Quality Assurance and Compliance Policy, version 1.0 of September 2024, says external quality assurance is not mandatory. It encourages settings to seek accreditations and certifications that suit their curriculum or approach.
If you choose certification, a certification body audits the nursery against ISO 21001:2025 and issues the certificate. Check that the body's accreditation scope covers ISO 21001. The certificate sits beside the licence. It never replaces a licence, a permit or a regulator's visit.
How do ISO 21001 clauses line up with ADEK and KHDA requirements?
The regulators decide what a nursery must do. ISO 21001 decides how the nursery plans, controls, checks and improves it. The table pairs the two. The pairings and the evidence column are AGS's interpretation, not wording from ISO, ADEK or KHDA.

What will an ADEK visit or a KHDA evaluation look for?
In Abu Dhabi, the ADEK quality assurance policy took effect in the 2024/25 academic year, with compliance expected from 2025/26. It asks every EEI to run a defined self-evaluation process using several tools, including ADEK's own. Self-evaluation records must be dated and filed. The improvement plan must be updated at least once a year and shown to ADEK on request.
ADEK makes an annual compliance visit and can make ad hoc visits to check a specific requirement or investigate a complaint. Licence renewal also depends on inspections by Abu Dhabi Civil Defence, the Department of Health and other authorities.
In Dubai, the KHDA framework sets five quality domains: learning and curriculum, partnership, learning environment, health, safeguarding and wellbeing, and system leadership. Each domain has two paired elements. The framework calls itself the principal tool for a setting's self-evaluation.

How do you run one system instead of two?
Most nurseries already hold the policies a regulator asks for. The gap is usually control: versions, owners, review dates and proof that the policy is followed. ISO 21001 supplies that control if you set it up around the regulator from the start.
- Build the legal register first. List the decree-law, the child rights law, your emirate's rules and each ADEK policy or KHDA framework domain, with an owner for each.
- Write one policy per regulator topic, and point to the ISO clause it also meets. Avoid a separate ISO policy set.
- Use the regulator's requirements as internal audit criteria under clause 9.2, so one audit tests both.
- Feed the ADEK self-evaluation or KHDA framework review into management review under clause 9.3.
- Keep a single improvement plan. ADEK asks to see one, and clause 10 expects the same actions to be tracked to closure.
Mind the age ranges. The federal decree-law covers children up to four. Dubai's centre regulation and the KHDA framework use birth to six, and the framework also reaches early years settings in schools. Set the scope of your management system under clause 4.3 to match the children you actually serve.

Frequently asked questions
Does ISO 21001 replace ADEK or KHDA requirements?
No. The regulator's rules are mandatory and the standard is voluntary. ISO 21001 gives you a way to manage and evidence those rules, not an alternative to them.
Can a nursery inside a private school use ISO 21001?
Yes. The standard applies to any educational organization that uses a curriculum, whatever its size. The school's nursery is licensed under the private education law, so its legal register differs from a standalone nursery's.
Is ISO 21001:2018 still the current edition?
No. ISO lists the 2018 edition and its 2024 amendment as withdrawn. Ask your certification body how it is handling audits against the older edition.
Does buying documentation mean the nursery will be certified?
No. Documents are a starting point. Certification depends on how the system is run and on the certification body's audit findings.
