Overview
This documentation set establishes the Factory Production Control (FPC) system required for CE marking of structural steel and aluminium components in accordance with EN 1090-1, with fabrication and welding controlled to EN 1090-2 and welding quality managed under ISO 3834-2. Its purpose is to demonstrate that load-bearing steel structures are consistently manufactured to declared performance characteristics, enabling lawful placement on the European market. The scope covers material traceability, execution class determination (EXC1 to EXC4), welding procedure specifications and qualifications, welder and welding operator certification, inspection and testing, tolerance control, corrosion protection, and the calibration of equipment. It applies to fabricators, steelwork contractors, and welding shops producing structural components, and is relevant to quality managers, Responsible Welding Coordinators, and inspection personnel. Key requirements include a documented FPC manual, a competent Responsible Welding Coordinator with defined technical knowledge, controlled welding processes, non-destructive and destructive testing regimes proportional to execution class, and consistent issuing of Declarations of Performance. ISO 3834-2 provides the comprehensive quality requirements for fusion welding that underpin the welding elements of EN 1090-2, while ISO 9001 can serve as a compatible overarching quality framework. The main benefits are legal market access across the European Economic Area, reduced structural risk, improved traceability, fewer weld defects and rework, and stronger client confidence in structural integrity. Certification and compliance are achieved through assessment by a Notified Body, which audits the FPC system and the initial type calculation or testing, issues the Certificate of Constancy of Performance, and conducts ongoing surveillance. Only after this assessment may the manufacturer affix the CE mark and issue Declarations of Performance. Maintaining this documentation ensures continued conformity, supports audit readiness, and provides the evidentiary basis for demonstrating that fabricated structural steel meets harmonised European standards and contractual specifications.
