The standard applies to producers of reference materials in all fields, whether they carry out the full production process themselves or manage parts of it, and it addresses the planning, production, characterization, assignment of property values, assessment of homogeneity and stability, and the estimation of uncertainty. Impartiality requires the producer to identify and manage risks to objectivity, while competence requirements address the qualifications of personnel, the technical soundness of production and measurement processes, the control of equipment, and the assurance of metrological traceability. The standard also specifies structural, resource, process, and management-system requirements, including documentation of production, certification of reference materials, the content of reference material certificates and documentation, and the handling of complaints and appeals; its management-system requirements can be met either through prescribed clauses or through alignment with ISO 9001. ISO 17034 is part of the ISO/IEC 17000 series of conformity-assessment standards and works closely with ISO/IEC 17025, since many reference material producers also perform testing or calibration and rely on traceable measurements. Accreditation bodies operating under ISO/IEC 17011, generally within the ILAC arrangement, accredit reference material producers against ISO 17034.
