Overview
Where most conformity-assessment standards are tied to a sector, ISO/IEC 17029:2019 deliberately is not. It sets general principles and requirements for the competence, consistent operation and impartiality of bodies performing validation and verification in any field, and is meant to be applied alongside programme or scheme requirements — greenhouse gas statements being the familiar case, where it took over the general provisions once held in ISO 14065, which now builds upon it. Accreditation bodies operating under ISO/IEC 17011 assess against ISO/IEC 17029 together with the requirements of the programme concerned.
The engagement is the unit of work, and this system follows one end to end: pre-engagement review of the request, establishing whether the claim, the criteria and the agreed level of assurance can be assessed at all; planning and operational control; execution and evidence gathering; then independent review, the decision, and reporting of the statement.
