The standard applies to validation and verification bodies operating in any field, and it is designed to be used together with sector-specific or scheme-specific requirements, such as those for greenhouse gas statements, so that consistent principles apply across diverse programmes. Impartiality is a core requirement: the body must analyse and manage risks to objectivity arising from relationships, ownership, or competing activities, and must ensure that validation and verification conclusions are reached without bias. Competence requirements cover the knowledge, skills, and experience of validators, verifiers, and technical experts, together with the management of any outsourced activities. The standard further specifies structural, resource, process, and management-system requirements, including the handling of the validation or verification engagement, planning, the assessment of claims against agreed criteria and levels of assurance, reporting, and the treatment of complaints and appeals. ISO/IEC 17029 forms part of the ISO/IEC 17000 series of conformity-assessment standards and provides the overarching framework that replaced the general provisions previously found in ISO 14065, which now builds upon it for the greenhouse gas domain. Accreditation bodies operating under ISO/IEC 17011 assess validation and verification bodies against ISO/IEC 17029 in combination with the relevant programme requirements.
