Certify a management system and you assess an organisation that wants to be assessed, using evidence it maintains.

Certify a person and everything changes. The candidate has a career riding on the outcome. The examination must be defensible not just procedurally but psychometrically — valid, reliable and fair. And if the result is a failure, the challenge may come with a lawyer attached.

ISO/IEC 17024 exists because of that difference, and accreditation against it turns on questions most organisations underestimate.

The questions that decide accreditation

Is the examination valid? Does it measure the competencies the scheme claims to measure — and can you show the link from job analysis to competency profile to examination content?

Is it reliable? Would the same candidate achieve a comparable result on a different day, with a different form of the exam, marked by a different assessor?

Is it fair? Is the pass mark set by a defensible standard-setting method, or by tradition? Are accommodations handled consistently? Are all candidates assessed against the same criteria?

Is it secure? Item banking, exam paper control, invigilation, incident handling — because a leaked examination invalidates every certificate issued from it.

Is the decision independent? Certification decisions separated from examination delivery and from anyone with a commercial interest in the outcome.

Eighteen procedures, because there is a lot to control

A complete ISO/IEC 17024 system carries the most extensive procedure set of any conformity-assessment package: scheme development and validation, impartiality and conflict-of-interest management, application and eligibility review, examination development, examination security, administration and invigilation, marking and results, certification decision, certificate issue and control, surveillance, recertification, suspension and withdrawal, use of marks, complaints, appeals, personnel competence, internal audit and management review.

Build one scheme, then many

That matters commercially. A certification body's growth comes from launching new credentials, and each launch should be a scheme document plus item development — not an architectural project.
