Two Examinations, No Second Chance: The Meat Inspector's Complete Judgement Manual

Once a carcass leaves the slaughterhouse, no one downstream will examine it again. The ante-mortem and post-mortem examinations are the only points where disease is caught — and the inspector's judgement must be right the first time, disease by disease, organ by organ, with no room for improvisation.

Why Judgement Must Be Written Down

Total condemnation, partial condemnation, conditional approval, approval — four judgements that carry legal and economic weight. An inspector needs codified criteria for notifiable diseases of Lists (A) and (B), bovine tuberculosis, parasites, fungal and non-infectious conditions, emergency slaughter and suckling animals. Memory is not a system. This guideline codifies all of it, disease by disease, so two inspectors reach the same judgement on the same carcass.

What the AGS Meat Inspection Guideline Covers

Twenty-seven chapters and four annexes forming a complete judgement schedule:

  • The meat inspector, terms of judgement and pathological terms
  • Ante-mortem examination and prohibitions on slaughter
  • Order and conditions of the post-mortem examination
  • Judgements for Lists (A) and (B) and bovine tuberculosis
  • Parasites, camel diseases, emergency slaughter and suckling animals
  • Ante-mortem and post-mortem record annexes with a terms index

The annexes are built for the inspection floor: a judgement quick reference stating the four judgements with ante-mortem and post-mortem parameters, structured ante-mortem examination and post-mortem judgement records organised in two layers — systemic, then organ and lymph node — and a terms and definitions index cross-linked to companion AGS slaughterhouse documents. Every disease entry states its judgement explicitly, so decisions are consistent between inspectors and defensible on paper.

Who It Helps

Veterinary meat inspectors, slaughterhouse veterinarians, public health authorities, and trainers preparing new inspection staff. Authorities can adopt the records directly as their official inspection forms.
