Overview

ISO 41001:2018 certification is being asked for by integrated FM providers and corporate real-estate organisations faster than certification bodies have built schemes to deliver it. This documentation set closes that gap: a facility management scheme operated under ISO/IEC 17021-1:2015, with the FM-specific auditor competence requirements of ISO/IEC TS 17021-11 written into the competence and personnel procedures rather than left as an accreditation promise. Auditing FM means examining both sides of the relationship, the service delivery organisation and the demand organisation it serves.

The Quality Manual sets out the management system and impartiality architecture, and the scheme document defines ISO 41001 certification as the body will operate it. Procedures govern the cycle from application review and contract through audit programme and planning, Stage 1 and Stage 2 audits, the decision and certificate issue, surveillance, recertification and special audits, suspension, appeals and complaints. Two questions then decide whether an FM audit programme is credible — how audit time is set, and how the sites in a client's portfolio are sampled. Dedicated guidance covers both, next to an ISO 41001 certification audit checklist and an internal compliance checklist against ISO/IEC 17021-1.

What this system covers

  • FM service delivery and the demand organisation — what the audit team examines on each side
  • Audit time and multi-site sampling, and the reasoning recorded behind the sample taken
  • Application review, contract and the design of the audit programme
  • Stage 1 and Stage 2 audits, audit reporting and nonconformity handling
  • Certification decision, certificate issue, surveillance, recertification and special audits
  • Suspension, withdrawal and scope change, with appeals and complaints handled apart from the audit
  • FM auditor competence under ISO/IEC TS 17021-11 — evaluation, authorisation and induction

Who it's for

Certification bodies entering the facility management market, usually because FM providers and corporate real-estate clients have begun asking for ISO 41001, or because an accreditation body has asked how the competence requirements of ISO/IEC TS 17021-11 are being met. The result is a documented scheme, a stated basis for audit time and site sampling, and a cycle that can be evidenced from the first application.
