Overview

Proficiency testing is the external check that keeps laboratory results honest. ISO/IEC 17043 specifies the general requirements for the competence of proficiency testing providers and for the development and operation of the schemes themselves, in which participant performance is evaluated against pre-established criteria through interlaboratory comparison. It is how laboratories, inspection bodies and other conformity-assessment participants demonstrate the ongoing validity of their results and satisfy the assurance requirements set by standards such as ISO/IEC 17025. This documentation is built to the 2023 edition and covers schemes in testing, calibration, measurement, examination and inspection.

The technical heart of a provider is the scheme itself. This set works through scheme design and planning, review of participant nomination, selection of the test or measurement method, production of proficiency test items, homogeneity and stability assessment before release, determination of the assigned value and its uncertainty, and the performance criteria applied to participant results. Item handling, storage, packaging, labelling and distribution are controlled, participants receive written instructions, and collusion and falsification are treated as risks to be actively prevented rather than assumed away. Compliance is checked against the standard's own clause groups, the same lines on which accreditation bodies operating under ISO/IEC 17011, often within the ILAC arrangement, assess providers.
