Overview
OHSAS 18001 was the certifiable specification for occupational health and safety management: a framework for identifying hazards, controlling risk, meeting legal obligations and protecting employees, contractors and visitors. ISO 45001 replaced it in 2018 and OHSAS 18001 was formally withdrawn after a migration period, so it can no longer be certified against. This set follows the OHSAS architecture legacy systems still run on, cycling through Plan-Do-Check-Act from policy and risk assessment through to management review.
ISO 45001 keeps that risk-based foundation and rebuilds it on Annex SL, the ten-clause high-level structure it shares with ISO 9001 and ISO 14001 — the standards OHSAS 18001 was already designed to sit alongside. Three shifts decide how much of a legacy system survives: leadership, where top management is accountable for the system rather than a delegated management representative; worker participation, where consultation of non-managerial workers becomes an explicit requirement; and risks and opportunities, where organisational context and interested parties sit alongside hazard-level risk. A migration guide and an implementation roadmap are included for that gap.
