Overview
Most AI governance documentation stops at what a model says. The harder questions start when an AI system can act on its own. Who decided it may use that tool? What is its spending limit? Who can stop it, and how fast? This system answers those questions in writing.
Every AI system and agent is classified on a six-level autonomy scale, from A0 (informational) to A5 (advanced adaptive autonomy). Each level sets the minimum controls and the approval authority that apply. An assurance index turns the results into a scored view for management and the board, with override rules when a critical control fails.
The system includes screening documents for the EU AI Act (Regulation (EU) 2024/1689) and mapping workbooks to the NIST AI RMF 1.0, the NIST Generative AI Profile, the OWASP lists for LLM and agentic applications, and MITRE ATLAS. ISO/IEC 42001:2023 is referenced, not implemented, so this system sits beside an ISO/IEC 42001 management system rather than replacing it. Standards are referenced by number and title only, and no standard text is included.
What this system covers
- Governance: an agentic AI governance policy, responsible and acceptable use policies, board and committee charters, role descriptions, a risk appetite statement and a prohibited AI practices standard.
- Inventory and classification: registers for AI systems, agents, multi-agent systems, tools, connectors, memory stores and permissions, with a classification questionnaire, decision tree and workbook.
- Action authority: least privilege for agents, tool authorisation, permission matrices from agent to tool, data and other agents, transaction limits, kill switch, safe state and rollback, and controls on self-modification and code generation.
- Impact and risk: AI impact assessment covering fundamental rights, vulnerable groups and workers, an agentic AI risk register and a multi-agent cascading risk assessment.
- Testing and monitoring: test templates for prompt injection, excessive agency, memory poisoning, unauthorised action and kill-switch operation, a red-team plan with rules of engagement, and drift and behaviour monitoring plans.
- Incidents, suppliers and regulation: incident response and agent shutdown, foundation model provider assessment, and EU AI Act applicability and actor-role screening.
- Assurance: audit checklists, management review, the assurance index method and weighted assessment workbook, a board presentation and phased implementation plans.
- Worked examples across the autonomy scale, using fictional organisations, from a knowledge assistant to an adaptive code-generation agent.
Who it's for
Organisations whose AI does more than generate content: systems that plan, call tools, change records, make payments, run code, keep memory or coordinate with other agents. Board members, the accountable executive, the AI governance lead and risk and compliance teams each have their own starting documents. The role descriptions and templates cover the AI system owner, AI risk owner, human oversight officer, AI security lead and AI incident coordinator.
If your need is a broad AI governance policy set, the AI Governance & Responsible Management System (AIGMS) covers it. This system goes further on what agents may access, decide and execute.
