Overview

A certification-scheme package for bodies certifying ISO 45001:2018 occupational health and safety management systems, built on ISO/IEC 17021-1:2015 with auditor competence requirements taken from ISO/IEC TS 17021-10. Risk category is the distinguishing element: dedicated guidance on OH&S risk categorisation and audit time sits beside guidance on auditing OH&S management, so a construction contractor and a professional services firm are not treated as equivalent work when audit duration and auditor assignment are fixed.

The quality manual sets out governance, impartiality architecture and the body's own management system; the scheme document defines the ISO 45001 programme. Procedures cover application, review, agreement and audit programme; audit planning and execution across Stage 1 and Stage 2; technical review and certification decision; surveillance and recertification; suspension, withdrawal, special audits and scope change; appeals, complaints, internal audit, management review and corrective action; and use of marks. Forms carry the cycle from audit time determination to stage and surveillance reports, nonconformity, competence authorisation and decision, supported by an ISO 45001:2018 audit checklist, a compliance checklist against ISO/IEC 17021-1 and 17021-10, and readiness and conduct checklists.

What this system covers

  • OH&S risk categorisation — placing client operations in a risk category and deriving audit duration from it
  • Auditing OH&S management — hazard control, worker participation and system performance in the field
  • Two-stage initial certification — Stage 1 readiness and documentation review, then Stage 2 auditing
  • Separation of roles — audit, technical review and decision kept apart, with personnel formally authorised
  • Impartiality and conflict of interest — declarations, threats to impartiality and the safeguards applied
  • Keeping certification valid — recertification cycles, special audits, and decisions to suspend or withdraw
  • Auditor competence to ISO/IEC TS 17021-10 — evaluation, authorisation, induction and CPD records

Who it's for

Certification bodies adding ISO 45001 to an existing accreditation, and safety-focused bodies moving from OHSAS-era practice onto a documented scheme. Buyers usually have an accreditation assessment or a scope extension application in front of them, and need the scheme, the risk-category logic and the competence trail in one consistent set they can brand.
