Overview

ISO 22000:2018 food safety management system certification is governed by more than ISO/IEC 17021-1:2015. ISO 22003-1:2022 sets the rules specific to FSMS certification — how a client's operations are classified into food-chain categories, how minimum audit duration is derived, and what competence an auditor or technical expert must hold for the category being audited. This package turns those requirements into the working documents a certification body applies to every file it opens.

The quality manual establishes the body's management system and impartiality framework; the scheme document defines the FSMS programme. Procedures run application and review with food-chain categorisation, audit programme and audit time determination, two-stage initial certification, certification decision and certificate issue, surveillance, recertification and special audits, suspension, withdrawal and scope reduction, competence management, appeals, complaints, internal audit and management review. An ISO 22000:2018 certification audit checklist, a Stage 1 readiness checklist and an internal compliance check against ISO/IEC 17021-1 and ISO 22003-1 sit alongside guidance on Annex A food-chain categories and Annex B minimum audit duration.

What this system covers

  • Food-chain categorisation — assigning client operations to ISO 22003-1:2022 Annex A categories at application review
  • Audit duration — deriving minimum audit time under Annex B and recording the calculation on file
  • Stage 1 and Stage 2 FSMS auditing — system readiness first, then implementation and effectiveness
  • Certification decision and certificate issue — decision record, registration certificate and client directory
  • Certification through the cycle — surveillance, recertification, special audits, suspension and reduction of scope
  • Auditor and technical expert competence — qualification pathway, training matrix and effectiveness evaluation
  • Registers and impartiality — certified clients, auditors and experts, complaint and appeal logs, declarations

Who it's for

Food-sector certification bodies that hold or are seeking accreditation for ISO 22000, particularly those moving their scheme onto ISO 22003-1:2022. The pressure point is a witness or office assessment where category competence and audit duration are examined line by line; the scheme owner ends with the categorisation logic, the duration basis and the competence evidence ready to brand.
