Overview

GSO 2055-2:2021 governs bodies that provide Halal certification in the Gulf region, and the process by which they do it, under the GCC Standardization Organization. Its concern is that certificates are granted through competent, impartial and consistently operated conformity assessment, so markets can rely on what a Halal mark asserts. It covers criteria for the body itself, auditor competence and independence of the certification decision, complementing the product requirements of the companion GSO 2055-1 standard.

At the client the criteria are specific: permissible ingredients, proper Islamic slaughter for meat and poultry, exclusion of swine, blood, carrion and alcohol, segregation of Halal and non-Halal goods, traceability from raw material to finished product, and control of cross-contamination in processing, storage and transport. Those are what the audit checklists test, against GSO 2055-1 for food, GSO 993 for slaughterhouses and GSO 1694 and GSO 21 for hygiene. The body then audits itself against ISO/IEC 17065 and GSO 2055-2.

What this system covers

  • Scheme ownership and scope determination, including provisional certification arrangements
  • Evaluation and inspection — initial documentation review, site audit, external laboratories and audit reporting
  • Independence of the certification decision — separation from the audit, the review and the record behind it
  • Impartiality management — engagement risk assessment, safeguarding committee oversight and declared conflicts
  • Certificate status — issue, renewal, suspension, reinstatement, revocation and the public listing of certified establishments
  • Surveillance and recertification planning across a portfolio of certified clients
  • Internal audit against ISO/IEC 17065 and GSO 2055-2, with quality objectives and fee calculation

Who it's for

A Gulf certification or inspection body standing up the operation an accreditation assessor will take apart, and the consultants who build it. Most are part-way through an accreditation application, or answering a regulator about a decision already taken. What changes is who may decide what: the audit team reports, a reviewer independent of that audit decides, the registers say what is genuinely in force, and a suspension follows a written route rather than a phone call.
