Overview
MS 1500:2019 is Malaysia's national standard for the production, preparation, handling and storage of Halal food, closely associated with JAKIM, the Department of Islamic Development Malaysia, which oversees official Halal certification there. Its governing idea is that food must be both Halal, meaning lawful, and toyyiban, meaning wholesome and safe. Access to the Malaysian market, and to export markets that respect JAKIM-linked certification, runs through conformity with it.
Slaughter must be dhabh, performed by a competent Muslim in accordance with Shariah, and is examined in its own right rather than folded into a general site audit. Prohibited materials — swine, dogs, blood, carrion and intoxicants — are excluded outright, and wherever equipment or premises have contacted them, sertu cleansing is verified against MS 1500 Annex A. Around those specifics run permissible sourcing, dedicated equipment, segregation, hygienic handling and traceability. What is documented is the certification operation, not a producer's own assurance system.
What this system covers
- Halal and toyyiban criteria along the chain — sourcing, processing, packaging, labelling, storage and distribution
- Slaughter assessment — dhabh by a competent Muslim slaughterman, and the evidence taken at the abattoir
- Sertu verification against MS 1500 Annex A wherever prohibited materials have been in contact
- Placing an applicant in the Malaysian Halal standards landscape before an audit is scoped
- The certification route — application, documentation review, site audit, an independent decision review and surveillance
- Verified at the client between audits — ingredient verification, traceability and the internal Halal committee
Who it's for
Certification bodies and consultancies serving the Malaysian market or exporters into it. The work usually begins with an application for recognition to operate a Halal scheme, or with an established operation whose slaughter and sertu evidence would not survive review. Producers preparing for assessment sit on the other side: the checklists show what an auditor will ask for, but the scheme belongs to the body doing the asking, which ends with tools an auditor can carry into an abattoir.
