The standard emphasizes that resilience is an emergent, strategic outcome achieved through the coordination of many disciplines rather than a single management system. It identifies core attributes that contribute to resilience, including a shared vision and clarity of purpose, an understanding of and influence over the internal and external context, effective and empowered leadership, a supportive culture that encourages behaviours such as learning and information sharing, availability and effective use of information and knowledge, availability of resources, coordinated management disciplines, and the capacity to support continual improvement and adaptation. It also sets out how organizations can evaluate and enhance these attributes over time. ISO 22316 complements and connects related disciplines addressed in standards such as ISO 22301 for business continuity, ISO 31000 for risk management, ISO 27001 for information security and ISO 37301 for compliance, positioning resilience as an integrating concept above individual programs.
