Overview
ISO 29993:2017 specifies requirements for learning services provided outside formal education: vocational training, continuing professional development, corporate and language training, coaching and comparable provision bought by learners or by a sponsoring organisation. Unlike a management system standard it examines the service itself: what is promised, how it is designed, who delivers it, and what the learner leaves with. Its point is comparability: learners and sponsors get a common basis on which to select a provider.
Requirements run through determining learning needs, defining the scope and design of the learning service, specifying learning objectives and methods, ensuring the competence of facilitators and staff, providing suitable learning resources and environments, communicating transparent information about content, duration, cost and expected results before and during delivery, and evaluating learning outcomes and satisfaction. A compliance matrix maps each ISO 29993:2017 requirement to the document that answers it. It complements ISO 21001, which supplies the full educational management system, and integrates with ISO 9001, translating general quality principles into the context of non-formal learning. Providers may seek third-party assessment against it, and the same records stand as objective evidence in audits.
What this system covers
- Needs analysis and the writing of learning outcomes
- Design of the learning service, with periodic design review and material review
- Facilitator management — competence criteria, skill matrix, induction, training records and codes of conduct
- Enrolment and transparent pre-service information, including proposals, invoicing and cancellation, withdrawal and refund terms
- Assessment of learning, learner performance evaluation and certification of learners
- Security and confidentiality of materials and facilities, plus emergency arrangements at the venue
- Complaints, suggestions and disputes
- Monitoring and evaluation — learner feedback, feedback analysis and corrective action
Who it's for
For training managers, instructional designers, trainers and quality staff at learning providers, and for the corporate functions that commission them. The trigger is generally a tender asking for conformity with ISO 29993, or a sponsor who wants to see how a course was designed and how outcomes were measured. The provider ends with a service cycle in which needs, design, delivery, assessment and feedback all leave a trail.
