Impartiality is fundamental: the certification body must identify and manage threats to objectivity arising from relationships, ownership, or the provision of consultancy, and it must make certification decisions free from conflicts of interest. Competence requirements address the qualifications and expertise of personnel involved in evaluation, review, and certification decisions, as well as the control of any outsourced evaluation activities such as testing or inspection. The standard also specifies structural, resource, process, and management-system requirements, including scheme management, application and evaluation processes, review and certification decisions, surveillance, control of certificates and marks of conformity, complaints and appeals, and confidentiality. ISO/IEC 17065 is part of the ISO/IEC 17000 series and works together with standards such as ISO/IEC 17025 and ISO/IEC 17020, whose testing and inspection outputs certification bodies often rely upon. Accreditation bodies operating under ISO/IEC 17011, generally within the IAF framework, accredit product certification bodies against ISO/IEC 17065.
