Overview

Certifying a product is not the same discipline as certifying a management system. ISO/IEC 17065 sets the requirements for bodies that certify products, processes and services, and it is used across construction materials, electrical goods, food and sustainability programmes — anywhere conformity has to be confirmed by an independent party. It runs the cycle from application and contract review, through evaluation and the certification decision, into surveillance and recertification, and on to suspension, reduction, withdrawal or termination and the control of certificates and marks of conformity.

Evaluation under this standard is deliberately broad. Audit, inspection and testing can each feed a certification decision, including work outsourced to bodies operating under ISO/IEC 17025 or ISO/IEC 17020, so the outsourcing and sampling controls matter as much as the audit itself. Impartiality is managed against threats from ownership, relationships and consultancy, and the scheme itself must be non-discriminatory and accessible to applicants of any size. Competence is evaluated and authorised for each role in evaluation, review and decision, while a clause-by-clause compliance matrix and registers show an accreditation body operating under ISO/IEC 17011, generally within the IAF framework, where each requirement is met.
