Overview
Cabinet Resolution No. (96) of 2024 repealed the earlier detergent scheme, Cabinet Resolution No. (3) of 2014. Certificates and scheme documents that still cite the 2014 basis now have to be found and flagged.
A regulatory control manual maps the articles of the Resolution, sets the product scope by category and keeps legal requirements apart from the methods the package sets, such as its risk-based planning and grading. Annex (2) and Annex (3) are applied from the published text. The Annex (1) technical regulation, UAE.S GSO 2555, is cited by number only, and its requirements are to be taken from your licensed copy. A legislative transition analysis compares the 2014 and 2024 schemes and shows the effect on existing certificates.
Every requirement sits in a single requirements register that drives the field checklist. Gaps and conflicts in the sources are logged openly, and unverified or repealed rows are kept out of the checklist. Boundary standards UAE.S GSO 2235 and UAE.S/GSO 2005 are cited by clause only. Regulations are referenced by citation. Standards are referenced by number and title only, and no standard text is included. AGS is independent and is not affiliated with the UAE Cabinet, any UAE ministry or the ECAS scheme.
What this system covers
- Regulatory control manual: source hierarchy and legal status, the article map of the Resolution, product scope by category, control dimensions, risk-based planning, and gap and conflict logs.
- Transition analysis: a document and matrix comparing the repealed 2014 scheme with the 2024 Resolution, including how to treat certificates that still cite the 2014 basis.
- Inspection procedures: regulatory inspection, product identification, technical documentation, labels, certificate of conformity and ECAS registration, laboratory reports, sampling, supplier checks, traceability, storage and transport, non-conformity and closure.
- Inspection forms: establishment, product, documentation, label and certificate checks, laboratory report review with the phosphorus-per-dose calculation, sampling, non-conformity and re-verification.
- Registers: the requirements register, a field checklist with a summary rating, a product register with risk sheets, and certificate, laboratory, sampling, traceability and non-conformity registers.
- Control tools: a decision matrix and reference, change, competency and KPI registers.
Who it's for
The staff of a body that controls detergents on the UAE market: the Head of Regulatory Control, the Regulatory Control Manager, the Inspection Team Leader, detergents inspectors, the sampling and laboratory coordinator and the records controller. Owner and approver roles are left for you to complete, and suppliers appear only as the parties being inspected. It suits a product-control team, an inspection or conformity assessment body, or a large supplier checking itself.
It pairs with the ISO IEC 17020 2026-Management System, which can host this content as the technical layer of an inspection body. For manufacturer-side quality in household and personal care products, see the IFS HPC v3 Management System.
