Overview
The system records that UAE veterinary regulation changed substantially in 2025 and 2026. A clinic now has to show an inspector how each rule is met, and which rule came from where.
Every requirement is traced to UAE federal law, the 2026 ministerial resolutions, Dubai Municipality guidance or WOAH guidance, and classed as mandatory, local, international or good practice. A compliance master register links each requirement to its control, document, record, evidence and inspection question. Points that need checking against the issuing authority's published text are listed in a known-limitations register for you to close, rather than guessed.
Sources include Federal Law No. (10) of 2002, Federal Law No. (16) of 2007, Federal Decree-Law No. (21) of 2025, Ministerial Resolution No. (27) of 2026 and Ministerial Resolution No. (34) of 2026. Dubai Municipality guideline DM-PHSD-VCS-TGL-05 (Release 06) is used for local rules in Dubai, and other emirates are flagged for you to add. The WOAH Terrestrial Code (the system cites the 2024 edition, since superseded by the 2025 edition) and WOAH manuals are cited as international guidance. Regulations are referenced by citation. Standards are referenced by number and title only, and no standard text is included. AGS is independent and is not affiliated with any UAE ministry, Dubai Municipality or WOAH.

Who it's for
Veterinary clinics, hospitals and medical centres licensed in the UAE, with their owners, medical directors and quality and compliance staff. Veterinary and regulatory consultants who implement compliance systems for clients are also named as users.
For animal production sites rather than clinics, see the Animal Biosecurity Management System (Practice Guide 3/2024).
