When an inspector signs off a pressure system, an electrical installation, or a fleet vehicle, someone's safety rides on that signature. Regulators, insurers, and asset owners therefore ask a hard question before they accept any inspection finding: on what basis should we trust this body's judgment? ISO/IEC 17020 is the internationally agreed answer. Understanding ISO/IEC 17020

ISO/IEC 17020 sets out the requirements for the operation of the various types of bodies performing inspection — the professional examination of products, processes, services, installations, or their design, and the determination of conformity with requirements based on expert judgment. The standard exists so that inspection bodies work competently, consistently, and impartially, and so that their findings are trustworthy and acceptable to clients, authorities, and the wider market.

The standard belongs to the ISO/IEC 17000 series and uses its shared conformity-assessment vocabulary, operating alongside ISO/IEC 17025 (testing and calibration laboratories) and ISO/IEC 17065 (product certification bodies). But its defining contribution is the way it handles independence — arguably the most commercially sensitive issue in inspection.

The three body types

ISO/IEC 17020 classifies inspection bodies by their relationship to the items they inspect:

  • Type A — the independent third party. The body provides inspection to external clients and must not be involved in the design, manufacture, supply, installation, purchase, ownership, use, or maintenance of the items it inspects.
  • Type B — the dedicated in-house inspectorate. A separate and identifiable part of an organization, inspecting only for its parent, with organizational safeguards separating it from other functions.
  • Type C — the hybrid. A body that may provide inspection to its parent organization and to external parties, permitted to be involved in related activities provided inspection responsibilities are properly separated and impartiality risks are managed.

Where the standard applies

ISO/IEC 17020 serves an enormous breadth of inspection activity, including:

  • Industrial plant and pressure equipment — in-service examination of boilers, pressure vessels, and piping systems
  • Electrical installations — periodic inspection and condition assessment
  • Vehicles — roadworthiness and modification inspections under statutory schemes
  • Construction works — structural, geotechnical, and regulatory compliance inspection
  • Statutory inspection schemes — where legislation delegates safety-critical examination to accredited bodies

Across these fields, accreditation by a body operating under ISO/IEC 17011 — commonly a signatory to the ILAC arrangement — is what converts an inspection report into an internationally recognized declaration. In many statutory regimes, accreditation is a legal precondition for operating at all.

  • Subcontracting controls — competence verification and client transparency for any outsourced inspection.
  • Complaints and appeals — documented, impartial processes.
  • Management system — implemented either through the standard's own clauses or via an ISO 9001-based system, in both cases delivering document control, records, internal audit, management review, corrective action, and continual improvement.

How the requirements are organized

The standard arranges its provisions into general requirements (impartiality, independence, confidentiality), structural requirements (administrative matters and organization), resource requirements (personnel, facilities and equipment, subcontracting), process requirements (methods and procedures, items and samples, inspection records, reports and certificates, complaints and appeals), and management-system requirements offering the two implementation routes.
