Overview
Meat is regulated in stages that rarely share a vocabulary: feed law, livestock transport, religious slaughter, abattoir hygiene, retail licensing and laboratory methods. These guidelines are international editions of GSO, UAE.S and Codex meat instruments built on Codex CXC 58, the Code of Hygienic Practice for Meat, whose risk-based division of competent authority and operator roles the sector documents inherit rather than contradict.
Slaughter answers to two authorities at once. The Islamic rules, aligned to UAE.S 993 and GSO Halal instruments, settle who may slaughter, in which designated and certified facility, from which permitted animals, and on what conditions a reversible stun is accepted; the hygiene rules settle what the carcass may touch afterwards, at what temperature and in which direction it moves through the plant.
