Overview

This is a reference guideline rather than a management system: a hygiene and sanitation code for the retail fish trade, built on the Codex Code of Practice for Fish and Fishery Products (CXC 52-2003) and the General Principles of Food Hygiene. It starts with the premises — floors, walls, joinery, light, ventilation, layout, washing sinks, hand washing facilities and display cases.

The controls exist because retail is the last handling stage before fish is eaten, and chilling does not reverse spoilage that has already begun. Source regulation PHC-C-8, of which this is the international edition, therefore makes receiving inspection the decision that governs everything after it; the chiller, the ice and the counter hold condition rather than recover it.
