About this toolkitAGS-07-047

Keeping disease out, containing it if it gets in, and being able to prove both.

Overview

A risk-based biosecurity management system implementing ADAFSA Biosecurity Guideline No. (5) of 2014, General Aspects, Volume I. It applies to any site holding animals, plants or agricultural material, and it begins where biosecurity ought to begin, with a risk analysis that decides how hard each control has to work. From there it runs through access control and separation, cleaning and disinfection, quarantine and isolation, surveillance and monitoring, and emergency preparedness and response, a matching form behind each procedure so no step happens without leaving a record.

The Biosecurity Assurance Scheme is what distinguishes this package. Instead of marking a site compliant or non-compliant, it defines conformity levels with the rules and requirements attached to each, so a holding is positioned on a scale it can demonstrably climb. Paired with the site self-assessment checklist, that gives an operator a defensible starting position and a visible route forward, backed by verification checklists for disinfection, visitor entry, internal audit and emergency readiness.

What this system covers
  • Biosecurity risk analysis — identifying and rating the routes disease can take onto and around a site
  • Access control and separation — visitor and vehicle entry logging, and separation of clean and dirty routes
  • Cleaning and disinfection — defined method, verification of the result, and the record that proves it
  • Quarantine and isolation — holding arrangements for new, suspect or affected material, tracked on a register
  • Surveillance and monitoring — routine inspection, suspected-case reporting and incident escalation
  • Emergency preparedness and response — readiness tested before it is needed rather than after
  • Conformity levels under the assurance scheme — self-assessment, internal audit, corrective action and continual improvement
Who it's for

Aimed at farms, estates, animal holdings, plant nurseries and agricultural facilities in Abu Dhabi, at the site managers who own the controls, and at consultants supporting ADAFSA biosecurity compliance. It earns its place when a site is asked to show a documented biosecurity position — an inspection, a supply agreement, or a decision to formalise practice that has so far lived in people's heads. The site ends up with a rated starting point, a control set behind it, and evidence that each control is being run.
