In place of a pathogen kill step, the hazard analysis is anchored on chemical migration from the packaging into the food, controlled at CCP-1 drying and residual solvent and evidenced through a Migration Test Record and a Declaration of Compliance (DoC) Register — the paperwork food-contact legislation expects a manufacturer to hold. The framework follows Codex Alimentarius HACCP with GMP and GHP prerequisites.
The procedures read like a converting and printing plant rather than a food line: Migration and Food-Contact Compliance Control; Chemical Control for inks, solvents and adhesives; foreign body, glass and brittle material control tuned to converting and printing equipment; warehouse control; traceability; and product recall and withdrawal. Guidance sets out food-contact packaging safety and the migration and DoC route in plain terms, and training adds a packaging-specific food safety risks module. When a customer's compliance audit lands, the response is a HACCP plan and study, migration testing records, supplier declarations and CCP monitoring already in place, rather than a system assembled under pressure. Limits are issued provisionally and are settled by validation at your own site.
