Overview

This integrated system runs the Gulf standards of the GCC Standardization Organization and the United Arab Emirates national standard (UAE.S), OIC/SMIIC 2:2019, Malaysia's MS 1500:2019 associated with JAKIM, and Indonesia's SNI 99002 and 99003 within the SJPH regime administered by BPJPH. Governance, impartiality, competence and certification decision-making are written once, and each framework then carries its own compliance module. What this removes is duplicated documentation, not duplicated assessment: each framework is still assessed on its own terms, by a body accredited or mutually recognised under it.

Where the frameworks overlap, the consolidated requirement is set at the strictest common criterion. Where they diverge, the difference is carried by the module: the Malaysian module works in dhabh and sertu terms, the Indonesian module adds the Halal supervisor and BPJPH-facing records, the Gulf and Emirati module routes each product category to its own sector checklist, and the OIC/SMIIC module governs audit time determination and competence criteria.

What this system covers

  • A shared core — impartiality, competence, document control and decision-making written once
  • Gulf and UAE — GSO 2055-2:2021 and its UAE.S adoption, each product category on its own sector checklist
  • OIC member states — OIC/SMIIC 2:2019, audit time determined rather than estimated, competence evidenced against criteria
  • Malaysia — MS 1500:2019 and JAKIM-linked recognition, with dhabh evidence and sertu cleansing verified separately
  • Indonesia — SNI 99002 and 99003 under the mandatory SJPH regime, with a named Halal supervisor
  • Recognition mapping — where the schemes converge, where they diverge and which criterion governs
  • Multi-scheme administration — scheme and certificate registers, and control of the Halal mark

Who it's for

Certification bodies and Halal assurance teams operating in more than one of these jurisdictions, and the consultants who set them up. Producers appear only as the audited party: what they find is the criteria an auditor works from, not the Halal Assurance System a producer must itself run. What the core replaces is the same impartiality question answered separately for every scheme owner, with module views maintained through surveillance under each framework.
