Overview
Food contact materials reach an inspector mixed together, each with its own rules and intended use. Manufacturers, importers, retailers and food businesses that pack food are all inside the scheme's control scope, not only packaging makers. An inspector needs to know which requirement applies to which material.
This system works material by material. A manual sets the source hierarchy, material scope, an intended-use framework, control dimensions and risk-based planning. The core working tool is a matrix from material category to regulatory requirement, and the field checklist filters by material category. Requirements come from Cabinet Resolution No. (20) of 2015, Federal Law No. (10) of 2015 on Food Safety and Cabinet Resolution No. (26) of 2017.
The scope is stated plainly. The manual records that 17 of the 31 Annex (1) standards are not covered in this package. Those that are covered, including UAE.S/GSO 2231, GSO 839 and GSO 1863, are cited by clause, and their values are to be taken from your purchased copies. The system takes no migration limit, simulant or test condition from outside its referenced UAE and GSO sources. Where no limit is identified, the limit library says so, and results are recorded only against identified limits. Regulations are referenced by citation. Standards are referenced by number and title only, and no standard text is included. AGS is independent and is not affiliated with the UAE Cabinet, any UAE ministry or GSO.
What this system covers
- Regulatory control manual: source hierarchy, material scope, the intended-use framework, control dimensions, risk-based planning, and gap and conflict logs.
- Procedures: inspection, material identification, supplier documentation and declarations of compliance, intended use, migration and laboratory review, packaging, traceability, sampling, non-conformity and closure.
- Forms: establishment inspection, material and intended-use checks, declarations, migration and laboratory review, packaging, traceability, sampling and non-conformity.
- Requirements and checklist: a requirements register and a field checklist that filters by material category.
- Migration testing: a migration testing register with a limit library that records where no UAE or GSO limit is identified.
- Matrices and control registers: material, intended-use and evidence matrices, a traceability register, a reference register with gaps and conflicts, and a change register.
Who it's for
Inspectors and managers of a body that controls food contact materials: the Head of Regulatory Control, the Regulatory Control Manager, the Inspection Team Leader, food contact materials inspectors, the sampling and laboratory coordinator and the records controller. Owner and approver roles are left for you to complete. Manufacturers, importers, retailers and food businesses appear as the inspected parties.
For food inspection that is not limited to food contact materials, see the Risk-Based Food Inspection Management System. Packaging makers working on their own controls may prefer the HACCP Food Packaging Materials Management System.
