Overview
Each time food is opened, portioned or relabelled, the business is handling open food and must control the hazards that come with it. Local rules also differ between emirates, so one national checklist is not enough for a business that operates across them.
This system starts from a food safety manual, a food safety policy and prerequisite programmes written for repacking premises. SOPs and forms are grouped by build phase, from supplier control and receiving through repacking, packaging and labelling to recall, audit and CAPA. A HACCP study with worked plans for dry, chilled and frozen repacking shows the method. The plans are illustrative, so you redo the study for your site. A seven-emirates matrix shows which requirement applies where and never treats a requirement as uniform across all emirates. Abu Dhabi, Dubai and Ras Al Khaimah local sources are mapped. Sharjah, Ajman, Umm Al Quwain and Fujairah are marked for you to verify with the local authority.
GSO 2600:2021 on places of packaging and re-packaging of food is the primary technical reference. Its full clause text is not reflected, so you obtain it from GSO. Federal Law No. (10) of 2015 and Cabinet Resolution No. (26) of 2017 are cited, with Codex HACCP and hygiene principles from CXC 1-1969. Documents are issued at a draft revision for you to approve and raise to your first issue. Regulations are referenced by citation. Standards are referenced by number and title only, and no standard text is included. AGS is independent and is not affiliated with GSO, ADAFSA, Dubai Municipality or Ras Al Khaimah Municipality.

Who it's for
UAE trading, distribution, warehousing and retail businesses that repack, repackage, portion or relabel food. The food safety manager runs the system, and the general manager signs the policy and approves the manual.
Retailers that repack as part of a wider shop operation may also look at the HACCP Retail & Wholesale Management System. Repackers that also store and distribute can pair this system with the HACCP Storage & Distribution Management System.
