Overview

This package lets a certification body operate ISO 14001:2015 environmental management system certification under ISO/IEC 17021-1:2015, with the environmental auditing competence requirements of ISO/IEC TS 17021-2 built into how auditors are qualified, assigned and witnessed. It is written around what an EMS scheme has to prove: that the auditor sent to a client was competent for that client's significant environmental aspects, and that audit time was determined on a consistent, recorded basis rather than negotiated case by case.

The quality manual establishes the body's own management system and impartiality safeguards, and the scheme document defines the ISO 14001 programme. Procedures then run the cycle — application, review and certification agreement; audit programme and audit team management across the three-year cycle; two-stage initial certification; decision and certification documents; surveillance, recertification and special audits; suspension, withdrawal, restoration and scope change; complaints, appeals, nonconformity and improvement; use of certification marks. Guidance addresses audit time, multi-site sampling and remote auditing, with induction and EMS competence course material for new auditors.

What this system covers

  • Environmental aspects in certification auditing — significance, compliance obligations and operational control on site
  • Three-year audit programme and team management — assignment, audit time, multi-site and remote audit decisions
  • Initial certification — Stage 1 documentation and readiness review, then Stage 2 implementation auditing
  • Certification decisions and certificate content — review, decision record and the documents issued to a client
  • Continuity of certification — surveillance, recertification, suspension, withdrawal, restoration and changes of scope
  • EMS auditor competence to ISO/IEC TS 17021-2 — evaluation, witness reporting, induction and annual training

Who it's for

Certification bodies extending accreditation from quality into environmental management, and single-scheme EMS bodies formalising what their auditors currently do by habit. The trigger is usually a scheduled accreditation assessment or an application to add ISO 14001 scope; the outcome is a brandable scheme that gives every auditor the same instructions and gives the assessor a traceable line from application to certificate.
