Overview

An eco-industrial park is an industrial zone managed to deliver better economic, environmental and social performance than its tenants would reach separately, through resource efficiency, industrial symbiosis and professional park governance. The international EIP framework promoted by UNIDO, the World Bank Group and GIZ sets prerequisites and performance requirements across four categories — park management, environmental, social and economic — and this package builds the integrated management system a park operator or zone authority needs to work towards them.

The procedure set runs from the governance layer down to the fence line: park management services and common infrastructure; environmental and energy management under resource efficient and cleaner production (RECP); water, wastewater and waste; industrial symbiosis; greenhouse gas, air emissions and climate resilience; occupational health and safety; and economic performance including SME and local-business promotion. Tenants enter through an onboarding form carrying an explicit EIP commitment, while resource data monitoring sheets, symbiosis opportunity records, incident reports and grievance registrations feed the indicator set that the KPI calculation guide defines.

What this system covers

  • Park management services and common infrastructure — utilities, shared facilities and agreed tenant service levels
  • Industrial symbiosis — screening and brokering energy, water, waste and by-product exchanges between tenants
  • RECP and resource monitoring — company-level assessment and zone-wide resource data
  • Water, wastewater and waste — abstraction, treatment, discharge and material recovery
  • Greenhouse gas, air emissions and climate resilience at zone level
  • Tenant onboarding and compliance — EIP commitments, HSE inspection and emergency preparedness
  • Social performance — community outreach, grievance handling, and SME and local-business participation
  • EIP indicators — KPI definition, calculation and reporting against the framework's performance categories

Who it's for

Park managers, zone authorities and the operating companies behind industrial estates and special economic zones, usually moving because a designation assessment is approaching, because a lender has attached environmental and social conditions to funding, or because utility costs, environmental incidents and tenant disputes have become a board-level matter. They gain a governance and monitoring system that can be benchmarked against international EIP requirements and shown to regulators, lenders and investors.
