Overview

ISO 30422 is the ISO standard guiding learning and development within human resource management, and this documentation implements it as a working function rather than a policy statement. A quality manual and policy tie capability building to organisational strategy, and a scheme and document map show how the parts connect. The procedures then follow the cycle the standard describes, from identification of learning and development needs, through planning, implementation and delivery, to assessment of learning and evaluation of effectiveness and outcomes.

The instruments are the ones an HR team reaches for through the year: training needs analysis, individual development plans, the annual plan, attendance records, pre- and post-learning assessment, feedback, effectiveness evaluation, trainer and provider evaluation, and a training record held per employee. Guidance covers implementation, the selection of learning methods across formal, on-the-job, mentoring and self-directed routes, and the metrics used to judge effectiveness and the return on training spend. A gap assessment checklist measures the function as it stands before anything is rebuilt.

What this system covers

  • Needs identification — organisational, team and individual needs and the competence gaps behind them
  • Development planning — individual development plans and the annual learning and development plan
  • Delivery and method selection — formal, on-the-job, mentoring and self-directed routes
  • Assessment of learning — pre- and post-learning assessment and evidence of competence attained
  • Effectiveness evaluation — feedback, evaluation, metrics and the impact of training spend
  • Trainer and provider control — evaluation of internal trainers and of external providers
  • Records and internal audit — employee training records and gap assessment against ISO 30422

Who it's for

HR directors, learning and development managers and people partners in organisations professionalising a training function that grew up informally. The trigger is a succession or talent programme needing a competence baseline, a people-maturity expectation from a client or parent group, or a budget challenge asking what the training line actually delivered. The result is a workforce developed deliberately rather than left to chance, with evidence behind each cycle.
