Overview

Public health began with the abatement of nuisances, and this guideline modernises that instrument into a working sanitary code. It is the international edition of source regulation PHC-C-9, aligned with the WHO Guidelines on Sanitation and Health, the WHO Housing and Health Guidelines and the WHO Guidelines for Drinking-water Quality. It fixes responsibility for premises, sets the duty to report and abate, and carries the register of declared nuisances that gives an officer something specific to cite.

Across 34 sections it works outwards from the dwelling to the boundary of the premises. Annexes hold the nuisance register mapped back to the source regulation, a premises inspection checklist, a vector control reference and a jurisdictional adaptation register.
