Overview

ISO 14065 sets the requirements for bodies that validate and verify greenhouse gas statements, so those bodies work competently, consistently and impartially. It underpins the credibility of GHG information used in emissions reporting, carbon markets, offset projects, product carbon footprints and both voluntary and regulatory climate schemes. Validating a forward-looking plan or verifying reported data, the body confirms that a statement is accurate, complete, consistent, transparent and free from material misstatement. The current edition builds on ISO/IEC 17029, which holds the general principles for validation and verification bodies, and works alongside ISO 14064-3 for the process itself.

A quality manual written to ISO 14065 sits above a GHG validation and verification scheme, with procedures running from pre-engagement screening through planning, execution, independent review, decision and reporting, and policies on impartiality, confidentiality and reference to validated and verified statements. Competence is addressed for validators, verifiers and technical experts across quantification methodology, monitoring and sector knowledge. Clausewise checklists cover the management requirements and the technical and process requirements separately, so the system can be tested before an accreditation body operating under ISO/IEC 17011 tests it.

What this system covers

  • Impartiality — threats from relationships, ownership and other activities, with declarations and periodic review
  • Competence of validators, verifiers and technical experts in quantification, monitoring and sector knowledge
  • Pre-engagement screening, review of request, and agreement on the level of assurance and materiality
  • Execution — evidence gathering, site activity and the treatment of material misstatement
  • Independent review, decision and reporting, including the types of opinion issued
  • Reference to validated and verified statements and the controlled use of marks
  • Document and record control, internal audit, management review, appeals and complaints

Who it's for

Written for validation and verification bodies entering the greenhouse gas assurance market, and for established verifiers extending scope or preparing for reassessment. The trigger is an accreditation application under ISO/IEC 17011, or a scheme owner asking for evidence of competence and independence. You end with a scheme, a competence framework and records that run an engagement consistently from first enquiry to issued statement.
