The standard applies to greenhouse gas validation and verification bodies, whose role is to confirm, through validation of forward-looking GHG plans or verification of reported GHG data, that statements are accurate, complete, consistent, transparent, and free from material misstatement. In its current form, ISO 14065 builds upon ISO/IEC 17029, which provides the general principles and requirements for validation and verification bodies, and it adds sector-specific requirements for the greenhouse gas domain, working together with ISO 14064-3, which describes the process for verifying and validating GHG assertions. Impartiality requires the body to manage risks to objectivity arising from relationships, ownership, or other activities, while competence requirements address the knowledge and skills of GHG validators, verifiers, and technical experts in areas such as quantification methodologies, monitoring, and relevant sectors. The standard also covers structural, resource, process, and management-system requirements, including engagement planning, assessment against agreed levels of assurance and materiality, reporting, and complaints and appeals. As part of the ISO/IEC 17000 and ISO 14000 landscapes, ISO 14065 connects conformity-assessment principles with climate-change practice. Accreditation bodies operating under ISO/IEC 17011 accredit GHG validation and verification bodies against ISO 14065 together with the relevant programme requirements.
