Overview

This is the assessor's side of the subject. Where an implementation system equips a school to apply the ISTE Standards (2024, v4.02), this equips an inspection or certification body to judge them: an Assessment and Certification Scheme setting the rules for assessment, determination, certification and surveillance, wrapped in the governance ISO/IEC 17020:2012 expects of an inspection body, with ISO 9001:2015 and ISO 21001:2018 as supporting references.

Impartiality is treated here as machinery rather than intent. Conflict of interest, confidentiality, inspector competence and authorisation, witnessed inspection, technical review, nonconformity handling, complaints and appeals each have their own procedure, form and record — which is what an accreditation assessor examines when testing whether a decision could reasonably have gone the other way. Assessment is split by ISTE section, with a procedure and a checklist for Students, Educators, Education Leaders and Coaches, supported by guidance on evidence sufficiency, rating and moderation, and report writing.
