Overview

Packaging is judged by the risk it passes on. IFS PACsecure version 3 covers the manufacture and conversion of primary and secondary packaging for food, household and personal care and other consumer products, across plastics, paper and board, glass, metal and flexibles. A converter has to show that its substrate, inks and coatings suit the intended use, that conversion adds nothing that should not be there, and that the finished pack performs, since a seal or barrier fails long after it leaves the plant.

The common IFS structure carries the requirements, but the packaging-specific weight lands elsewhere. Migration from a substrate, ink or coating into the product it will hold is assessed rather than assumed. Functional requirements — seal integrity, closure performance, barrier properties — are agreed at contract review and product development, before the first commercial run. Around those sit hygiene and foreign-body control, traceability, and the legal and customer requirements that apply where a pack may contact food. PACsecure uses the IFS scoring approach with knock-out criteria, is intended to align with GFSI benchmarking for packaging, and complements IFS Food and FSSC 22000.

What this system covers

  • Material suitability and intended use for the product the pack will hold.
  • Contract review and product development, settling customer specification and legal requirement before a new pack runs.
  • Purchasing, supplier approval and the receipt and storage of substrates, inks and coatings.
  • Foreign material, chemical and allergen risk mitigation, with pre-start-up checks and line clearance between jobs.
  • Hygiene and GMP in a converting plant: cleaning, disinfection, waste and pest monitoring, maintenance and calibration.
  • Traceability from incoming material through conversion to despatch, with fraud vulnerability assessment and product defence.

Who it's for

A packaging site rarely starts this on its own initiative. It starts when a brand owner asks for a certified packaging supplier, or a filler's auditor traces a complaint back up the chain to the pack. The quality manager then describes their own materials, presses and conversion steps in the manual, hazard analysis and specifications, and a scored self-assessment shows what is still missing.
