Overview
This documentation operates an organic certification scheme against the USDA National Organic Program, European Union organic legislation and the Canada Organic Regime, with the certification body's own management system built on ISO/IEC 17065, the standard for bodies certifying products, processes and services. A compliance matrix and checklist map the system clause by clause for an accreditation assessment. Because the three regimes differ in detail, the scheme reconciles their requirements and works within the equivalency arrangements between the US, EU and Canada that permit mutual recognition under defined conditions.
The cycle is documented end to end. Application and contract review captures the operator's Organic System Plan, the record of practices, inputs and audit trails on which everything else rests. Evaluation follows as on-site inspection, with separate checklists for crop production and for handling and processing, then exit interview, independent review, the certification decision, issue of the certificate, and surveillance through to suspension, withdrawal and reduction. Impartiality, conflict of interest and confidentiality carry their own procedure and signed declarations, alongside inspector qualification records, complaints and appeals, and control of certificates, marks and logo use.
What this system covers
- Multi-regime scope — USDA NOP, EU organic and the Canada Organic Regime run as one scheme
- Impartiality and confidentiality — declarations, safeguards and undertakings for staff and inspectors
- Application and contract review — completeness screening, fees and the Organic System Plan
- On-site inspection — separate routes for crop production and for handling and processing
- Certification decision — independent review, decision record and issue of the organic certificate
- Surveillance and adverse decisions — maintenance, notified changes, suspension, withdrawal, reduction of scope
- Marks and logo control — lawful use of the organic seals by certified operators
- ISO/IEC 17065 conformity — clause matrix, internal audit, appeals, risk and management review
Who it's for
Certification bodies and certifying agents, and the scheme managers and certification officers inside them, who certify producers, processors, handlers, exporters and importers selling into US, EU or Canadian markets. The trigger is an accreditation assessment or witness audit under ISO/IEC 17065, or a decision to add an organic scheme to an existing portfolio. The result is a decision trail from application to certificate that an assessor can follow without reconstruction.
