Halal training: what staff, internal auditors and slaughtermen need

By AGS Compliance Team 7 min read

Halal training is set role by role, not as one course for everyone. In the UAE, UAE.S 993:2022, effective since 1 December 2023, sets competence rules for slaughterers and stunning operators, but no federal rule we found names a halal course for general staff.

This guide is for halal assurance, QA and training managers at GCC food plants and slaughterhouses, including those that export to Indonesia or Malaysia.

Does UAE law require halal training for all staff?

No UAE federal text we read names a compulsory halal course for general food staff. Cabinet Decree 10 of 2014, the UAE system for control of halal products, puts the duty on the establishment. Its products and raw materials need halal certificates from certification bodies registered by the Ministry of Industry and Advanced Technology, under the MoIAT halal programme.

MoIAT registers a body only if it holds a valid accreditation from an accreditation body the ministry accepts. Our guide to GSO 2055-2:2021 covers what those certification bodies must meet.

Training therefore reaches your staff through the audit, not through a stand-alone rule. Dubai Central Laboratory (DCL) certification rules (Rev 12, March 2022) include interviews at the Stage 2 audit. If your halal assurance system (HAS) says staff are trained, the auditor can test that on the floor. Induction and refresher records are common practice for this reason, not a federal requirement.

Check UAE.S 2055-1 (listed by MoIAT), GSO 2055-1:2015 and your certification body's checklist for any competence clause that applies to you. Our guide to halal processed food for the UAE covers the manufacturer's side.

Which halal roles need training, and who authorises each person?

Three things are often mixed up. Training gives a person knowledge. Authorisation lets that person do a job, such as slaughter or supervise. Certification covers the site, and only a registered certification body issues it.

Role Market Rule and clause Who authorises the person Records the site keeps
All staff UAE No federal course named. Stage 2 includes interviews (DCL Rev 12, 2.4.2) Not applicable Training records your HAS sets
Halal committee lead Indonesia, Malaysia (domestic plants) Penyelia Halal, GR 42/2024 Articles 60 and 64. Halal Executive and Internal Halal Committee, JAKIM procedures 18 to 20 Indonesia: the business appoints and reports to BPJPH Appointment letter, certificate, committee terms of reference
Internal auditor All DCL reviews internal audit records at Stage 2. ISO 19011:2026 is guidance Your organisation Audit programme, reports, competence record
Slaughterer UAE UAE.S 993:2022, 4.2.2: competence and experience No issuer named Slaughterer register, competence assessment
Slaughterer Malaysia (domestic plants) Tauliah Penyembelih (slaughterer authorisation) State Islamic authority (MAIN or JAIN) Slaughterer register
Stunning operator UAE UAE.S 993:2022, 4.5.3: a qualified and trained person The facility, supervised with the certification body and authorities Stunner settings (Appendix A, B2.4), post-stunning sampling (B2.2)
Certification-body auditor UAE (Dubai), Türkiye DCL: Shari'ah expert on the team. HAK: OIC/SMIIC 34 personnel certificate The certification body Not a site record

A training certificate is evidence of training, not a licence to act. Even in Indonesia, where certificates are the required evidence for a halal supervisor, the business still appoints the person.

What do slaughtermen need for the UAE and Saudi Arabia?

UAE.S 993:2022 is the UAE technical regulation for slaughter according to Islamic rules, birds included. Cabinet Resolution 104 of 2022 approved it, and the UAE Legislation portal lists that resolution as active. Clause 4.2.2 requires the slaughterer to have the necessary competence and experience, and to follow hygiene, food safety and Sharia slaughter rules. It names no course or certificate.

Clause 4.5.3 is the only place the text uses the word "trained". A qualified, trained person with experience and technical competence controls and verifies the stunning equipment. On automatic knife lines, the operator must meet the slaughterer requirements, and back-up slaughterers must be ready for a switch to manual slaughter (clause 4.6).

A carcass is treated as non-halal where low blood flow shows the heart had stopped (4.5.4), and Appendix A limits repeat stunning. Our guide to halal slaughter requirements for poultry and cattle compares the plant rules.

MoIAT's text says UAE.S 993:2022 cancels and replaces GSO 993:2015 in the UAE. It allows stunning under controls, and Appendix A sets water-bath conditions for poultry. Saudi Arabia is reported by the Canadian Food Inspection Agency to require GSO 993, still the current Gulf edition. A course that teaches one text as "the GCC rule" is wrong for one of the two markets.

What should halal internal auditor training cover in 2026?

ISO 19011:2026, the fourth edition of the guidelines for auditing management systems, was published in May 2026. ISO withdrew the 2018 edition on 27 May 2026. A halal internal audit course listing we checked still cites 2018, so check the edition on any material you use.

The ISO 19011:2026 guidelines are not a requirement your certification body audits against, though internal audit programmes commonly follow them. The halal content comes from your own standard, your HAS and your certification body's checklist.

What the certification body checks is the record. Dubai Central Laboratory reviews internal audit and management review records at Stage 2. Keep the audit programme, each report, findings with their closure, and a competence record for each auditor. Your organisation decides who is competent to audit.

Who needs a halal supervisor for exports to Indonesia or Malaysia?

Under Indonesia's Government Regulation 42 of 2024 (GR 42/2024), a business applying for halal certification must have a Penyelia Halal, the person responsible for the halal product process. The Penyelia must be Muslim, with broad knowledge of Sharia on halal (Article 60). Medium, large and foreign businesses must file both a training certificate and a competence certificate for the Penyelia. Micro and small businesses may file either (Article 64).

BPJPH, universities or institutions it designates run the training (Article 61). The business appoints its Penyelia and reports the appointment to BPJPH (Articles 57 and 64). The Auditor Halal is a different role, an Indonesian citizen appointed by an examining body (Articles 39 and 40).

Under Article 160, the Minister must set the halal obligation for imported food, beverages, slaughter products and slaughtering services by 17 October 2026 at the latest. Our guide to SNI 99002 and SNI 99003 covers the Indonesian system.

A GCC plant exporting to Malaysia is certified by a JAKIM-recognised foreign halal certification body, and meat plants are also approved by JAKIM and the Department of Veterinary Services. Inside Malaysia, JAKIM's domestic manual of 2020, amended by Circular 1 of 2026 from 1 April 2026, sets the roles. Large and medium firms need a Halal Executive per branch and an Internal Halal Committee of at least four members. Their slaughterhouses need at least two slaughterers and one halal checker per shift.

Who checks the certification body's own auditors?

The certification body answers for its own people. Dubai Central Laboratory's rules put a lead auditor, a technical auditor, a food safety auditor and a Shari'ah expert on the team, and say the team shall be Muslims.

Türkiye's Halal Accreditation Agency (HAK) applies OIC/SMIIC 34:2020, the standard for bodies that certify persons in halal-related activities. Its guideline AKR-Rh-012 of 5 September 2025 covers halal slaughter and perishable animal products. Auditors and experts at the bodies it accredits need an OIC/SMIIC 34 personnel certificate: 25% of them by month 12, 50% by month 24 and 100% by month 48 from entry into force. Slaughter audits add a veterinarian with two years' slaughter experience and, for manual slaughter, check how slaughtermen perform on shift.

How AGS can help

Six halal training packages map to these roles. Each holds four editable Word and PowerPoint files: a slide deck with speaker notes, a trainee workbook, an exam and question bank, and a certificate template. The certificate records training your organisation gives and authorises no one to slaughter, audit or train.
